MNT: Update start and webapp scripts & New script for Kiosk Settings.

Old behaviour

• start_webapp: only started if it was ran after start.sh;
• start: did not work properly for the Python and dependencies that were being used.

New behaviour

• start: now, when done "bash start.sh", after loading redis and running the behaviours, it starts the webapp;
• kiosk_settings: new script for proper kiosk setup configuration.

Note: Later in the future, I promise changing from system's Python to uv run, which I know it is extremely beneficial, however, for now, it works on system's Python.
