- Add skill_evolution_rules context with iFood standard checklist
- Planner now detects CREATE vs EVOLVE mode from task keywords
- Evolution stories: Gap Analysis → Patch Proposal → Apply → Verify
- Developer AGENTS.md updated with Evolution Mode instructions
- Verify step includes evolution-specific checks (frontmatter, sections, naming, tags)
- Setup step handles both modes (create dir vs verify existing)
- All rules embedded in YAML/Markdown — no external Python scripts
