Giving: readiness tracker (no code yet)

Context

The current /giving page is honest-placeholder ("Coming soon"). We should not wire up real payments until IIITL / Axios has a proper bank account, audit trail, and tax documentation.

Acceptance criteria

• Document what's needed before donations can be accepted in docs/giving-readiness.md (bank, 80G, reporting, governance)
• Issue stays open as a tracker; no code changes yet
