Summary
Implements the detached-member lifecycle plan in staged, review-gated batches.
Current pushed state:
S-1 and S-2 are still in progress and will be pushed as coherent, individually tested commits.
Validation
Local policy for this change intentionally runs only focused individual test targets, never Sintra's full suite. Cross-platform/full-suite evidence is delegated to PR CI.
Review process
Each batch is implemented by a fresh worker, then reviewed by three independent xhigh solution reviewers plus one Claude Fable review per loop. Blocker loops repeat until green.
