We currently map count to dwc:individualCount:

That is perfectly valid (and the suggested skos:exactMatch).
However, the more general organismQuantity and organismQuantityType are recommended over individualCount. These are also the terms you can filter on in the GBIF.org occurrence search (while you can't on individualCount). My recommendation (gbif/gbif-web#1100) is that GBIF translates individualCount to the more general terms as part of GBIF processing, but if that isn't happening, then maybe we should map to all three terms ourselves in write_dwc():
