Remove/decrease slowdown speed of Blindsight Whip

Describe the Addition

Since the whip can be held and used in the offhand slot, it makes it a fun offensive weapon when compared to the shield. However, this offensive combat style is held back by the fact the whip slows you down when charging. The Blindsight Whip would benefit from the removal or decrease in speed of its slowdown state while it is charging, as it would make the weapon more combat friendly.
