Rework LocatorJS settings, bindings, and onboarding

Summary

• Adds configurable modifier and hover bindings for editor, clipboard, prompt, tree, and parent actions, including legacy settings migration.
• Replaces layer-oriented settings with provenance-aware writable scopes and config-driven outline actions.
• Adds fixed-step runtime onboarding and install-time extension onboarding with refreshed editor branding.
• Expands unit and Playwright coverage; pnpm test, pnpm ts, pnpm build, and the 21-test Chromium library suite pass.
