* chore: simplify OSS PR public comments Post the contributor-facing welcome immediately when an OSS PR opens, without waiting for the oss-sync approval gate. Stop upserting public bridge comments so inkeep-oss-sync never edits github-actions[bot] comments and bridge failures cannot expose internal sync logs or implementation details to external contributors. Keep the bridge silent for sync/no-op/failure/close events.
