Since #19886 Native CPU is fully enabled by default (NATIVECPU_USE_OCK is ON) when running through CI, so we no longer need this test PR. Closing it. |

Enables using the oneAPI Construction Kit for SYCL Native CPU in the linux build jobs.
Same as #13720 and (temporarily) duplicated because github is still "processing updates ..."
