Setup Cayman theme for Github pages and SEO config
This PR adds a _config.yml file to enable the Cayman theme for our GitHub Pages site. This will automatically add a 'View on GitHub' button to the live site header, creating a backlink that improves the repository's SEO and discoverability without needing to modify our project's README.md directly
