Filter domains with pending operations and enable resending pending notification

• Registrar asked to provide an option to registrar portal to filter out domains with active pending* status
• The info about active pending status should include date of the pending request, log view - notification sent (time and addresses of emails notification sent), option to resend the email notification and possibly to cancel the pending operation (Enable registrars to cancel pending registrant change registry#2939)
