Federation ist ein eigenes Sub-Projekt geworden (2026-08-27). Das aktuelle Design-Doc lebt jetzt in iowap-org/iowap-federation unter docs/federation.md. Diese Kopie ist historisch — Verweis aufs neue Repo gesetzt.
