Implements an MVP
bountycommand for issue #3.\n\nWhat it does:\n- validates repo, issue number, amount, token, network\n- fetches the GitHub issue title via Octokit\n- prints a Stellar USDC bounty request summary\n- supports--dry-runfor safe validation\n- keeps contract submission stubbed aspending-contract-integrationuntil Soroban wiring is specified\n\nVerification:\n-npm run build\n-node dist/index.js bounty --repo issueflow-buidl/issueflow-terminal --issue 3 --amount 20 --dry-run\n\nNote: full Soroban contract submission needs contract address/API/signing flow confirmation, so this PR lands the CLI UX/validation layer first.
