Fix persistent hidden Binance chart order lines

Summary

• restore TradingView order-line visibility after cancel-dialog contract failures
• block unclassified native cancel-dialog actions before Binance handles them
• keep valid reload recovery journals until restoration succeeds instead of expiring them after ten minutes
• release the Binance orderbook userscript as v2.7.139
