Summary

• keep confirmed partial orders and restart the next continuous close round with the latest ratio, levels, spacing, and precision
• replace the five-reprice stop with an abortable pause every five consecutive Maker conflicts
• retry only explicitly tagged pre-submit UI or market-data transients; keep unknown submit outcomes and context changes terminal
