Add Strategy 27 event annotations

Summary

• add a read-only Tampermonkey client for Strategy 27 V10 live projections
• render bounded event markers and objective outcome notes on matching Binance one-second charts
• enforce exact gateway, cursor, epoch, symbol, lifecycle, and TradingView time-alignment contracts
• add build, release, documentation, and test coverage for the generated userscript

Deployment boundary

Merging publishes the installable userscript artifact only. It does not install or enable the script in Tampermonkey, configure the VPS gateway secret, or change trading behavior.
