Fix Strategy 27 trigger boundary validation

Summary

• validate the trigger snapshot against the trigger bucket start boundary
• correct lifecycle fixtures and add a regression case for the former end-boundary assumption
• publish the generated Strategy 27 userscript as version 0.1.1
