ci: notify macwifi-cli when a release is published - #30

When Release Please publishes a new GitHub Release for macwifi, fire a repository_dispatch (event type: macwifi-released) at jaisonerick/macwifi-cli with the new version in client_payload.version. The downstream repo listens for this event and auto-bumps its github.com/jaisonerick/macwifi dependency, tags a new patch release, and ships an updated Homebrew formula. The workflow is a no-op if MACWIFI_CLI_DISPATCH_TOKEN is unset, so this can land before the secret is configured without breaking existing release runs.

Summary
Adds a workflow that fires whenever Release Please publishes a new
GitHub Release in this repo. It sends a `repository_dispatch`
event (type `macwifi-released`) to
`jaisonerick/macwifi-cli`
with the new version. The downstream repo will pick that up, bump
its `github.com/jaisonerick/macwifi` dependency, tag a new patch
release, and ship the updated Homebrew formula.
The workflow is a no-op when the `MACWIFI_CLI_DISPATCH_TOKEN`
secret is unset, so this PR can land before the secret is configured
without breaking existing release behavior.
One-time setup (after merge)
Add a `MACWIFI_CLI_DISPATCH_TOKEN` secret to this repo at
https://github.com/jaisonerick/macwifi/settings/secrets/actions.
Value: a fine-grained PAT with `Contents: read and write` on
`jaisonerick/macwifi-cli`.
Test plan
triggers a workflow run that posts a 204 to macwifi-cli's
dispatches endpoint
end-to-end on the next macwifi release
