The following basins were added as options to the v02 nhd_network_utilities script as part of PR NOAA-OWP#177, introducing ability to prepared modified networks. In addition to the new network-modification script, these networks are now in the main compute script: + "CapeFear_FULL_RES", + "Florence_FULL_RES"

This will require some deep surgery into mc_reach.pyx, but should be doable.
Also a number of black/formatting changes

parity_parameters now contains only parameters -- the actual parity values are computed in later steps.
Some removed functionality in the build_tests script may be re-incorporated.
