docs: delegate release mechanics + risk-tiered merge autonomy to local Claude - #78

Policy decided 2026-06-11: James merges the release PR; local Claude runs tag creation, tag push, and Release publication. The web-vs-local constraint is unchanged. https://claude.ai/code/session_01EucH47JfLVG91vJaxktMn2
Generalises the v1.8/v1.9 charter convention to standing policy: chore/docs and S-sized low-blast PRs merge on green CI + completed verification (branch deleted after); M+ / behaviour / prompt / write-path items get an explicit review before merge; release PRs stay with James. https://claude.ai/code/session_01EucH47JfLVG91vJaxktMn2

Two workflow-policy delegations decided 2026-06-11, codified in CLAUDE.md and docs/planning/workflow.md.
Commit 1 — release mechanics. Tag creation, tag push, and GitHub Release publication are local Claude's, with James's merge of the release PR serving as the go-ahead. (Already exercised: v1.10.0 was tagged and released under this policy.) The web-vs-local constraint is unchanged — web sessions still can't push tag refs or create Releases.
Commit 2 — merge autonomy + branch deletion. Generalises the v1.8/v1.9 charter convention to standing policy, risk-tiered:
