Local Claude stops at the boundary and hands off; the Opus-vs-Sonnet A/B runs against the new format, never the old one. Adds the comments-wave boundary gate to the campaign log: when the campaign reaches the comments step, local Claude stops and hands off to James, who finalizes the revised comments format/expectations (external design session → rules-content PR + smoke, review tier) BEFORE the scheduled Opus-vs-Sonnet model A/B runs — the A/B must compare against the new format, not the one being replaced. Records the timing advantage (only ~24 books comments-complete; regradable after the format lands since comments writes are audited).
