Summary

Add Google-style docstrings for the coordinator strategy models and stages, strategy server, agent-tool definitions, and CoordinatorNode/AgentToolNode. Document parameters, results, serialization defaults, registry propagation, and tiebreaker fallbacks so users can understand the APIs from their help text.

• Agent-tool docstring examples: 2 passed.
• Ruff 0.15.5 lint and format checks pass for the affected modules.
• Compared all five files with base 91cf64d: their executable ASTs are identical after removing docstrings.
• AST docstring coverage is 43/43 scoped objects: the four requested full modules plus the two requested graph-node classes and their methods. This exceeds the requested 80%.

The full Rust/Python test matrix was not rerun for this documentation change. This is a draft pending CI.
