Summary: adds an original cyber-digital Cognitive Command face; uses native Canvas 2D and existing core utilities; adds an HTTP discovery and serving regression test; leaves existing faces and shared runtime unchanged. Verification: bundled Python unittest discovery passes; browser checks covered idle, listening, thinking, speaking, alert, responsive layouts, fullscreen, and denied microphone behavior.
