Summary

add a Discord Get Guild Member tool using the official current-user guild member endpoint
request the guilds.members.read scope when connecting Discord
expose server/client tool config and update Discord toolkit prompt workflow

Verification

tsc --noEmit --pretty false
targeted prettier --check for changed Discord toolkit files
git diff --check
SKIP_ENV_VALIDATION=1 next build
