fix: fill TOOL placeholders in 26 bundled plugin manifests - #386

26 plugins (aws-cli, azure-cli, clap, consul, doctl, gcloud-sdk, nomad, scaleway, tree-sitter, vultr-cli, etc.) shipped plugin.json manifests where every field was the literal string "TOOL" — checks looked for a binary named TOOL and every command exec'd `TOOL --version`, so the plugins were completely broken. - plugin.json: real name/description/source, binary checks pointed at the actual binary (aws, az, gcloud, doctl, scw...), real install steps, `self version` + `cli run` passthrough commands for real CLIs (matching the linode/scaleway-cli convention); library crates keep the minimal `self version` shape (matching serde/tokio precedent) with a note explaining they are libs used via `cargo add`. - install-guidance.json: regenerated to match embedded guidance. - meta.json: tags expanded to 3-5 vocabulary-compliant entries. - skills/quickstart/SKILL.md: replaced bare-title stubs with a real frontmatter + install + command reference. Verified: plugins install + `self version` + `cli run` passthrough + `plugins doctor` smoke-tested against fake binaries; jest suites plugins-manifest/plugins-doctor/plugins-install/adapter-schema and aws/az/gcloud plugin routing tests all pass.
