Closes the jlt-commons/ci-builds fan-out contract (see that repo's README,
"Adding a project to the fan-out"): a workflow_dispatch run with a
jolt-version input, at the literal filename fanout.yml dispatches by.

The install step used to float to jolt's latest with no version pinned at
all. It now pins 0.8.1 (matching the fleet's current vars.JOLT_PIN) and
takes jolt-version as an override for a single run, same shape as
raylib-jlt's ci.yml.
