- Date the unreleased fixes as 1.6.1 on October 15; the release is fixes only, so it ships as a patch. - Align package and verification plugin version metadata. - Regenerate website changelog data; the published release snapshot stays at 1.6.0 until the release is public. - The build embeds the three-key license keyring staged for the signing-key rotation, so this release is the compatible build the promotion requires.
