Review: keyless-clearance adapted for openab-map (neutral voice)

Adapts docs/foreign-policy/keyless-clearance.md into an openab-map 03-use-cases/ page, staged here for review before contributing upstream to shaun-agent/openab-map (which invited the piece).

What changed vs the flightdeck original

• Neutral, third-person technical voice to match openab-map's use-case style (e.g. schedule-agent-tasks, deploy-multi-agent) — no first-person, no personal attribution.
• Dropped the sustained border/passport narrative; kept the mechanics, the [Today]/[Proposed]/[Vision] honesty tags, the reference config, the adversarial risk section, and a plain component table.
• Cross-repo issue refs converted to full URLs (so GitHub doesn't cross-link/ping octobroker).
• Added a Related footer linking sibling use-cases + the "own the layers above" core doc.
• Framed as "a community-contributed pattern, not an openab-official standard."

Open for your call

1. Voice/metaphor level — is this neutral enough, or trim/keep more?
2. Filename/placement in openab-map: 03-use-cases/keyless-clearance.md?
3. Delivery upstream: eagle has no push to shaun-agent (other org) — you open the PR there, or use shaun's agreed contribution mechanism.
