Adopt the shared evidence-first project operating contract additively. Adds durable source-of-truth rules, resumable session/handoff state, an append-only failure register, and a provider-independent contract workflow. Existing project instructions and code are preserved; product, browser, performance, security, licensing, and deployment readiness remain explicit pending states.
