Clean up obsolete PR and issues

@jsvd with 0.6.1 release, the following issues and PR can be closed

• Bombs when SINCEDB_PATH and HOME are missing in env. #9 old issue, code is in master
• adding tests for clobber when more than 1 instance of file input is runn... #10 I would close this one in favor of each logstash-file-input using a unique sincedb by default
• adding first pass at a multi file input with the clobber fix #11 same reason as above
• Add config option to Tail to disable splitting on newline #12 out of scope of tail.rb + ghost user
• Published gem for 0.3.4 without source change on github #14 sources are now in sync again with released gem
• Windows: Programs writing to files with ShareMode=0 can't modify the file #17 windows support
• Windows: sincedb doesn't handle multiple files #18 windows support
• Windows: filewatch doesn't work well on windows7 #21 windows support
• Merge all other contributions #32 this PR seems too complex to rebase and integrate, I would suggest to focus on atomic PRs separately like on EOF, write to sincedb #24 or enhancing sincedb flushing #29
• sincedb write fails under windows with "permission" error #36 windows support
• It's a bug? #37 "known issue" current gem cannot work on mri and windows, will be covered by Make gemspec target MRI and JRuby platforms separately #48
