Joshua Phoebus

Public policy and state government operations. I spent seven and a half years inside Pennsylvania state government, including four years as Director of Performance and Transformation in the Office of Governor Tom Wolf, where I led the Commonwealth's performance-based budgeting engagement across twenty-nine executive agencies.

This page collects my public policy work: analysis of how state government actually moves a decision forward, through the budgeting, permitting, and approval steps that determine whether a project gets built.
