Implement Chat Output Renderer API for Seamless Agent Interactions in GitHub Copilot Chat

Currently, the seamless agent uses a sidebar webview for interactions with GitHub Copilot chat, preventing requests and responses from displaying in the same chat page. Integrate the Chat Output Renderer API to display directly in the chat interface and enable user replies. This would improve workflow continuity while preserving the original sidebar webview for reviewing historical content.

my understanding is that this api cannot be used for input, only output/display. so it can't be used to replace the input through the existing seamless agent sidebar webview. which will still be an improvement, but cannot go as far as to replace the existing webview. i'm working on implementing this feature

additionally, this requires setting the "enabledApiProposals" flag as this new api is still in preview, and that blocks marketplace publication. so until the API stabilizes, this feature would have to live strictly as a pre-release/insiders-only feature, or be distributed outside the marketplace.

this is the type of thing i'm getting with implementing this renderer api. a lot better than the raw output we currently get from the ask_user output, so it's worth it imo

@bicheichane You are absolutely right, and I noticed the same limitation later on. I believe GitHub Copilot needs to provide this kind of interaction mechanism to enrich the utility of Language Model tools, similar to their built-in #askQuestions feature.
