Support async variants of walkthrough_review and plan_review tools

Can we have async variants of these tools?

• walkthrough_review: Using this to present summaries would break the newly introduced queue message support for Copilot.
• plan_review: For simple/trivial tasks, approval shouldn't be required — but it would be nice to show the plan while work continues automatically.

Also, is the blocking caused by the Copilot API or seamless-agent?

If by asynchronous you mean some kind of non-blocking call, the only two solutions I can think of right now would be either to add a setting to make these tools return immediately or to let the agent decide whether a user approval should be expected or not.

Yes, non blocking is the right word.

Because otherwise if we have, for example, walkthrough tool use at completion. Then we break the queue feature in the latest copilot.
