docs: explain SDK development-dependency advisories - #2

Dependabot reports advisories (2 critical, 8 high) in transitive dependencies of @servicenow/sdk 4.13.6 (handlebars, fastify, js-yaml, joi, undici). None of them is in the packaged app. Document that they are fixed by SDK updates through the grouped Dependabot PR, and that npm overrides are a fallback only after the next SDK release. … exact Node, cooldowns, zizmor (#5) - release.yml: no npm cache (a cache written by another run never reaches the job that writes the release and signs attestations), Node 24.21.0 by exact version (npm 11.19.0), npm ci --ignore-scripts. - ci.yml: npm ci --ignore-scripts in build and instance-test (the SDK builds and packs without install scripts); no npm cache in instance-test, which holds the instance's OAuth secret; a zizmor 1.30.1 job. - Both workflows grant nothing at the top; each job asks for what it needs. - Dependabot cooldowns (7 days, 14 for a semver-major npm bump); .npmrc min-release-age=7. - CHANGELOG: one line under [Unreleased] Added (placed so it merges cleanly with #2). @servicenow/sdk@4.13.6(handlebars,fastify,@fastify/static,js-yaml,joi,undici,sprintf-js). Dependabot cannot open fix PRs because the SDK is pinned exactly and 4.13.6 is the latest release.None of these packages reaches the instance. The
now-sdk packzip contains only update-set XML (metadata, server scripts, UI bundle); I checked, and none of the flagged packages appears in it.Policy documented
