This PR adds docs and logic to export a second CSV with weekly data. This is intended to run at the same time as the main data pull.
NOTE: The weekly data pull does not match to overall numbers for the weekly that are seen in the dev.to dashboard. The platform seems to be rounding numbers (usually to the nearest 10).
