build(release): bump the README CI pin with each release - #58

Conversation
The README's CI example pins a release tag, which went stale on each bump. verbump now rewrites it with the other version files, and a test fails if the pin and the package version drift apart. Claude-Session: https://claude.ai/code/session_0142wEAa6mJBvHGPkRY7mx9B

This adds the CHANGELOG section for the 1.7.2 patch release. The release covers the README restructure (#57) and the README CI pin that now moves with each bump (#58). It has no code changes. https://claude.ai/code/session_0142wEAa6mJBvHGPkRY7mx9B

The README's CI example pins a release tag (`@v1.7.1`), and the tag went
stale on each release because verbump did not touch the README.
- `.verbumprc` adds the text pattern
`README.md:jv-k/deslopper@v{{version}}`. verbump replaces every match,
so both CI snippets move with each bump.
- `tests/test_readme.py` adds a test that fails when a README pin and
`__version__` differ. The test failed on a stale `@v1.7.0` pin and
passes on the current README.
`verbump --dry-run --patch --no-hooks` now reports `would replace
jv-k/deslopper@v1.7.1 → jv-k/deslopper@v1.7.2 in README.md`, next to
`pyproject.toml` and `__init__.py`.
