docs(lp): プライバシーポリシーを OpenAI API 切り替えに備えて更新

概要

メイン LLM を OpenAI API へ切り替える準備として、プライバシーポリシー（LP 掲載版）を先行更新する。テスト結果が良好であれば OpenAI へ切り替える予定のため、切り替え時点で公表内容が実態と揃うようにしておく。

変更内容

• 第8条の2（外国にある第三者への提供）の提供先一覧に OpenAI, L.L.C. の行を追加
• 末尾に「改定: 2026年08月31日」を追記

変更しないもの

• lp/src/content/legal/terms.md — 事業者・委託先に依存しない構成のため変更不要
• 第7条・第9条の既存記載（委託先表・外部送信表の OpenAI/GPT 行）— 既に記載済みのため維持
