This PR adds SAR auto-initiation integration from AML case management and implements core AML case persistence for end-to-end SAR workflow support.\n\nKey changes:\n- Added SAR auto-initiation in src/aml/enhanced_case_management.rs with pre-population of case details and investigator notification.\n- Implemented PostgreSQL-backed AML case persistence via JSONB payload storage.\n- Added dedicated AML persistence migration migrations/20260530000000_aml_case_records.sql.\n- Preserved existing SAR module workflow and document generation support.\n\nNotes:\n- Local cargo toolchain was unavailable in the environment, so tests were not executed here. Please run the Rust test suite in CI or a local environment with cargo available.

This PR adds SAR auto-initiation integration from AML case management and implements core AML case persistence for end-to-end SAR workflow support.

Key changes:
- Added SAR auto-initiation in `src/aml/enhanced_case_management.rs` with pre-population of case details and investigator notification.
- Implemented PostgreSQL-backed AML case persistence via JSONB payload storage.
- Added dedicated AML persistence migration `migrations/20260530000000_aml_case_records.sql`.
- Preserved existing SAR module workflow and document generation support.

Notes:
- Local `cargo` toolchain was unavailable in the environment, so tests were not executed here. Please run the Rust test suite in CI or a local environment with `cargo` available.
