Pin black to the version CI enforces. //:fix_lint formatting black 25.1.0 produces is rejected by the psf/black 26.5.1 action in .github/workflows/black.yaml, so the two have to move together; the auto-format step of github-actions-on-master-push.yml is pinned to the same version instead of tracking latest. black 26 requires pathspec >= 1.0.0 while tclint 0.7.0 pins pathspec == 0.11.2, so black resolves in its own pip hub (openroad-black-pip) from bazel/requirements_black.in. Discover files the way the other checkers do. py_fmt_test.sh and py_tidy.sh each carried their own copy of a merge-base diff walk; both now go through bazel/git_ls_files.sh over the tracked worktree, which drops the duplication, skips submodules, and gives //:fmt_py_test the same coverage as black.yaml rather than only the files a branch happens to touch. Exclusions come from [tool.black] in pyproject.toml, which is what CI reads too. Drop the black run that fix_lint made after tidy_py. Every black violation is auto-fixable, so a check pass immediately after the fix pass can only fail if black is not idempotent, and the second //bazel:black arg it needed goes away with it. Both Python targets get the public visibility their siblings have. Keep the tcl scripts off realpath, and say why: resolving a runfiles symlink stops a py_console_script_binary such as tclfmt from finding its runfiles after the script cds into the workspace. Document the targets in docs/contrib/LintTargets.md, including the yaml rows that were never added, and record that black.yaml is now a duplicate to be retired once the Bazel targets are validated in CI. RECT and PATH obstructions already pass the LEF SPACING modifier to dbBox::setMinSpacing, but createPolygon only received the design rule width, so a polygon under "LAYER x SPACING v ;" lost it. Add min_spacing_ to dbPolygon (schema revision 140), have dbPolygon::setMinSpacing push the value to the decomposed boxes like setDesignRuleWidth does, and pass minSpacing into createPolygon. PNG encoding is over half of the tile server's time on a routed design, and nearly all of that is lodepng's built-in deflate. libdeflate now compresses instead, at level 6, through lodepng's custom_zlib hook, so the output is still an ordinary PNG and decodes to the same pixels. Each thread keeps its own compressor, since tiles encode in parallel. On a routed block's deepest zoom step this halves server time (1066 -> 574 ms) and trims tile bytes 3%; on a dense bump array tiles are up to 60% smaller. Bazel depends on libdeflate from the BCR. CMake uses it when find_package(libdeflate) succeeds and otherwise falls back to lodepng's compressor. libdeflate is MIT licensed. Signed-off-by: Matt Liberty <mliberty@precisioninno.com>
