ftp.gnu.org (and ftpmirror.gnu.org) have been unreachable since 5 Oct, failing every Linux wheel build in before-all: curl exits 7 on the connect timeout and --retry does not cover that. Try mirrors.kernel.org first, fall back to the GNU hosts with a connect timeout, and verify the tarball's SHA-256 before extracting.
