Seeing performance degredation in with respect to liveview.

Changes the Neko Chromium headful runtime config to stop forcing a custom VP9/WebRTC GStreamer encoding pipeline, which can materially affect streaming quality/compatibility and liveview performance. Low code risk but non-trivial runtime behavior impact for video capture/encoding.

Overview
Reverts the prior Neko video-capture tuning by removing the custom capture.video VP9 pipeline configuration (codec selection, encoder/pipeline settings, and keyframe/format overrides) from images/chromium-headful/neko.yaml.

The Chromium headful image now relies on the default capture/encoding behavior instead of the previously forced VP9 + I420 + keyframe cadence settings intended for Safari compatibility.
