feat: add secure support bundle triage

Summary

• add a fail-closed support bundle validator and content-free triage summary CLI
• reject unsafe files, incompatible schemas, privacy violations, request content fields, and shared credential patterns
• publish the support intake, escalation, retention, and deletion workflow
• add CI coverage for documentation links and the support CLI

Local limitation

• cargo test -p codeischeap-desktop-api was blocked before compilation because vendored OpenSSL requires Perl, which is not installed locally; the existing cross-platform CI covers this workspace.
