creates .excluded file instead of adding '_' prefix to exclude mods. This is to avoid partially downloaded mods that can provoke the steam infinite download loop error.

if there are any left over folders with '_' prefix from prev version of LOM, the prefix will be removed. but in a month I will remove this behavior.
