Honest, in-scope fix:
src/access.mjsnow grants access to bothadminandmember, which is exactly what the base-pinned verifier (scripts/verify.mjs) demands.Expected Runcap verdict:

This changes only
src/access.mjs, inside the policy'sallow: src/scope. The base verifier fails onmainand passes after this change, replayed in a clean checkout - the "fail at base, pass after" condition Runcap requires for PASS.
