runtime errorの収集に対応しないOSは unsupported と答える（0.73.0） - #9

macOSのCIで `競合群の後継を先に起動し、無関係workerの旧epoch成果を受理する` が今日3回落ちた （main 1f92e7d ほか）。eventsが `intake_frozen` で止まり `hold_decided` が無い。 Linuxでskipを外し、試験とCPU負荷16本を2コアに閉じ込めて再現した。control eventsの理由は `holdが通らない: SCRIPTED_BARRIER_REJECTED: worker processを止められない: {"reason":"ESRCH"}`。 `hold_ms`（workerが書いた後に走り続ける時間）の10秒が、holdが届く前に切れてworkerが終了している。 製品の経路は、居ないworkerを止められないと正しく断っている。 30秒へ広げる。同じ負荷で通り（110秒）、負荷なしでも通る（67秒、以前は27秒）。 窓を時間で持つ作りは残るので、もっと混んだ機械では同じ形で落ちうる。 Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Windowsでは `runtime-errors snapshot`／`diagnostics` が `collection: "disabled"` を返していた。 設定が有効でも同じ答えで、設定で止めているのか、このOSでは収集できないのかを区別できなかった。 Windowsでは `collection: "unsupported"` を返す。`status` は `not_applicable`、`cursor` は0、 記録は空、`diagnostics` のキーは今までと同じ。dotagentsは `49709de` からこの値を受ける。 収集そのものは変えない——storeの所有者と権限をPOSIXの形で確かめられないので記録は作らない。 試験: platformを差し込む単体試験と、どのOSでも走るCLI試験（Windowsは `unsupported`、 ほかは設定どおり）。 Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
