Prepare Spotter 1.8.1 auditor fix release

Summary

• Prepare Spotter 1.8.1 for the Jev catalog batching fix in Keep Jev auditor requests within input limit #4 and the Linux full-CI runner correction in Use workstation Linux only for product full CI #3.
• Update package and lockfile versions and finalize the changelog.

Verification

• npm run verify:docs passes.
• Keep Jev auditor requests within input limit #4's three-seat product full CI passed (macOS native, Linux workstation, Windows native).
• The auditor fix was hotpatched and smoke-tested on all four owner terminals; the versioned release is still pending.

Rollout boundary

Draft, stacked on #4. Merge #3, #4, and this release PR in order, then publish 1.8.1 and install that version on mac-kite, rabbit, fox, and main-server only after owner approval. No main push, npm publish, or terminal installation is part of this PR.
