Prepare v0.2.1 by bumping the package version and dating the accumulated Unreleased changelog. Includes recurring-task deduplication, regression coverage for #25/#26, and the pre-fork database cleanup follow-up for #48.
Validation: built the sdist and wheel with
uv build, verified runtime and wheel metadata report 0.2.1, and passedmake lint. The merged runtime changes passed the full CI suite; this release branch will run CI before merging and publishing.
