Cache ~/.cache/huggingface across runs and set HF_HUB_DOWNLOAD_TIMEOUT=60 so the ML tests stop failing on transient HuggingFace Hub download errors. Closes #151 Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
