Bug: app setings not reflected properly after reboot

I have disabled some options but after reboot these option got reactivated

Reproduce the issue:

• fresh install (fully reinstall)
• enable module and reboot
• disable the unwanted options
• force stop Gboard
• the changes successfully reflected
• after reboot the options got re-enabled (in the app is still deactivated but their functionality remains)

Using latest version (3.0.0)
