Create a one way bridge to mint new tokens #56

Currently, the entire supply of the tokens is fixed at the amount provided in the genesis file. Add the ability to mint new tokens via bridging from L1 to L2. For simplicity focus only on minting new tokens, do not consider withdrawals.
